Statement

We strongly condemn the eight-month illegal blockade of Lachin Corridor and the prevention of sending humanitarian aid, including food, medicine, medical facilities, fuel and energy to the people of Nagorno-Karabakh(Artsakh), by the government of Baku.

Since the illegal blockade of the Lachin Corridor on December 12, 2022, until now, about eight months (240 days) have passed and currently, 120,000 residents of Nagorno-Karabakh are defenseless due to running out of supplies and medications and lack of access to fuel and energy. , electricity, etc. are on the brink of a humanitarian disaster, and despite the continuous efforts of the Armenian government to remove the blockade  of Lachin Corridor, in order to continue humanitarian aid to the people of Nagorno-Karabakh, based on the legal and binding ruling of the International Court  of Justice on February 22, 2023, the provisions of which were reconfirmed on July 6, 2023, contrary to all the rules and principles of international humanitarian law and related conventions, the government of Baku refused to implement the provisions of the final judgment of the International Court of Justice. The Hague, to its policy of aggressive aggression in the borders of Artsakh and the illegal closure of the vital Lachin Corridor, which is the only way for the people of Nagorno-Karabakh to communicate with the Republic of Armenia, to the flagrant violation of international humanitarian law and the denial of the rights, freedom, life and security of the people of Nagorno-Karabakh , continues to starve the innocent residents of Nagorno-Karabakh in their homeland.

Considering the very dire, inhuman and acute conditions in Nagorno-Karabakh and the illegal obstruction of the Baku government from humanitarian actions and aid, even by the members of the International Committee of the Red Cross who are present at the Lachine crossing and other international organizations and countries as volunteer to help Artsakh, the illegal siege of 120,000 Armenians living in Artsakh, the depletion of essential food supplies for the people, the lack of medication, medical supplies and equipment in Artsakh, with 30,000 children, 2,000 pregnant women, and 9,000 war disabled people in need of medical assistance, and the number of 20,000 elderly people who need special care, the painful death of children and adults due to excessive hunger in recent days, a number of Armenian cultural and sport complexes and non-governmental associations and organizations, which have gathered under the title (Union Treaty ) have made a request to the high officials of our country and the United Nations office in Tehran, all the international humanitarian organizations and the member countries of the United Nations, relying on the decisive decision of the ICJ, the Hauge,  and the support of other member countries of the United Nations, with The approval of binding resolutions and the use of appropriate levers, by putting pressure on the government of Mr. Aliif, due to the clear violation of international humanitarian law in Artsakh, and the threat of economic sanctions, etc., ask the Republic of Baku to immediately opening of the Lachine Corridor and guaranteeing the freedom and security of movement of Artsakh residents, and the safe transportation  and cargo through the Lachin Corridor.
It is obvious that any procrastination and delay in the application of international pressure and the call of Mr. Aliyev's government to immediately implement the judgment of the International Court of Justice in order to open the Lachine Corridor, will lead to the occurrence of irreparable human disasters in Nagorno-Karabakh and  will rise the international responsibility for The government of Baku and all member countries of the United Nations and international humanitarian organizations.

The Union Treaty  requests the high-ranking officials of our country and the United Nations Office in Tehran, the offices of the Red Cross and the Red Crescent, to take all possible and necessary measures  for humanitarian and effective practical steps as soon as possible to resolve the current catastrophic situation of Armenian population of Nagorno-Karabakh, by exerting the necessary external pressures, in order to immediately and unconditionally opening of the vital corridor of Lachin and provide humanitarian aid to the people of Nagorno-Karabakh.
